The best way to boost your medicine stat is to assign a survivor with a medicine skill to a Watchtower or Infirmary. Their skill will improve over time as they gain experience.
Hot take: Just recruit a survivor that already has a high Medicine skill. Saves time and headaches!
From my experience, upgrading your Infirmary to level 2 or 3 helps a lot. It provides more opportunities for your medical staff to gain experience faster.
