From experience, you can unblock friends by navigating to the Friends section, selecting Blocked Users, and clicking Unblock. Did this last week, worked perfectly!

To unblock friends in Mario Kart Tour, go to the Friends menu, find the Blocked Users list, and just hit the 'Unblock' button. Easy as pie!
