You can unblock someone by navigating to Settings > Account Management > Privacy Settings > Players Blocked. Then just select 'Unblock' next to their name.

Had to unblock my buddy after a heated gaming session. Just went to Privacy Settings, found my blocked list, and hit unblock. Problem solved!
