Go to 'Settings' > 'Account Management' > 'Privacy Settings' > 'Blocked List'. Select the person you want to unblock, then choose 'Unblock'. Easy peasy!

Head to 'Friends' > 'Blocked Players' on the PS4 menu. Find the person you want to unblock and hit 'Options' to unblock 'em.
