To unblock someone on Steam, just open up Steam and click on your 'Friends & Chat' window in the bottom right corner. Then head to the 'Friends' tab, click on 'Blocked' to see who you've blocked. Find the person you wanna unblock and there should be an option next to their name to 'Unblock'. Click that and voila, they're unblocked!

Honestly, if you blocked them, maybe there was a good reason? Think twice before unblocking.

Just go to your profile, click on 'Friends', and you'll see a list of blocked users. Hit 'unblock' next to their name. Simple as that.
