Just pop into 'Settings' on your PSN app, navigate to 'Blocked Players,' find the person's name, and hit 'Unblock.'

Did this yesterday: Open the PSN app, go to 'Settings,' then 'Blocked Players.' Scroll to find the person, and click 'Unblock.' Worked perfectly for me.
