As someone who's had to do this a few times, just follow this: Settings, Security and Privacy, Blocked Users, and then click Unblock next to their name. Problem solved!
Settings -> Security & Privacy -> Blocked Users -> Unblock. Easy-peasy!
You gotta go to your profile settings, look for the 'Blocked Users' list, and click 'Unblock' on the person you want to set free.
