Just head to Settings > Privacy > Blocked Accounts, find the user you want to unblock, and tap 'Unblock'. Easy peasy!
Why'd you block them in the first place? Anyway, go to your profile, tap the three lines, go to Settings, then Privacy, then Blocked Accounts. Find the name, and unblock. Done!
Settings -> Privacy -> Blocked Accounts, then just tap Unblock. You'll be back to double-tapping their pics in no time.
