To unlock the toddler quests in The Sims FreePlay, you need to first complete the 'Two and a Half Sims' quest, which becomes available at level 12! Finish that, and your toddlers' world opens up.

Just completed this! Make sure you鈥檙e at least at level 12, then finish the 'Two and a Half Sims' quest - bam, toddlers unlocked!
