Most characters in Mortal Kombat 11 are unlocked by completing Story Mode. DLC characters need to be purchased separately.
Just beat the Story Mode. If you're missing any, they probably came with a DLC pack that you'll need to buy.
From my experience, you unlock all the base game characters by finishing Story Mode. Then there's the temptation of DLC – because who can resist the Terminator facing off against Scorpion?
