Most characters in Mortal Kombat XL are unlocked by just playing through the story mode. Some characters, like Goro, are DLC and need to be purchased.

I unlocked all the characters by buying the Kombat Pack, which includes a bunch of DLC characters and skins. Totally worth it!

Some characters can be unlocked via special challenges or by spending Koins in the Krypt. Takes a bit of grinding but it's doable.
