You gotta finish the arcade mode with a variety of characters. Each completion unlocks more warriors. Time to grind!
Honestly, just buy them through the in-game store if you got the cash. Grinding is for the birds!
From personal experience, I unlocked everyone by completing the arcade mode multiple times and meeting specific conditions, like no continues or hitting a certain number of supers/ultras.
