To unlock all characters in Mortal Kombat XL, you need to complete the Story Mode. This will give you access to most of the roster. Some characters, like Goro, are available only through DLC, so you might have to buy some fighters separately.

Just finish the Story Mode and buy any DLC packs. Easy peasy!

Story Mode completion unlocks most characters, but check the in-game store for any additional DLC fighters you might need.
