Unlocking all the shops in GTA San Andreas is all about progression, my friend! You gotta work your way through the missions. Some shops unlock after completing certain story missions, so keep pushing through the storyline. It's like life, but you're in a video game wielding way more power.

Been there, done that. From my experience, the best way is to advance through the story. Each mission feels like unlocking a piece of the city, including the shops. Patience is key!
