Just play through the game, man. The more missions you complete, the more stores pop up. It's all about moving forward in the storyline. No special cheats or hacks, just good ol' progression.

To unlock all the stores in GTA San Andreas, you gotta progress through the story missions. Some stores unlock after completing certain missions. For example, the clothing store Binco gets unlocked pretty early in the game, while others like Victim and Didier Sachs only unlock after you reach Las Venturas and San Fierro. So, keep pushing through those missions, and you'll see more and more stores open up for your shopping spree.
