Just play the game! Weapons drop randomly after matches. If you're lucky, you'll eventually get what you need.
Buying weapons from the Mann Co. Store is the quickest way to unlock them all, but it costs real money.
Back in my day, I earned most of my weapons by completing achievements. It's slower, but it gives you a sense of accomplishment!
