To unlock Bunker Hill in Fallout 4, you gotta progress a bit in the main storyline. Once you're knee-deep in quests, you'll get a mission called 'The Battle of Bunker Hill'. That's your golden ticket - complete it, and Bunker Hill becomes a friendly and bustling trader's hub where you can barter till you drop.

Lol, just play the game, and you'll get there. 'The Battle of Bunker Hill' isn't exactly a secret level. Do quests, shoot bad guys, help out some synths (or don't), and bam, you're in.

To unlock Bunker Hill, patience young grasshopper. Follow the main quests, especially the ones from the factions. Eventually, you'll unlock a quest that involves Bunker Hill directly. Complete it, and the settlement will open for all your trading needs. Trust me, been there, done that, got the t-shirt (not really, but Bunker Hill is cool).
