To unlock Cetus, simply complete the Vor's Prize quest. After that, head to Earth and look for the Plains of Eidolon node. Enjoy fishing and thumping Teralysts!

You don't really 'unlock' Cetus. You just go there! Once you've finished Vor's Prize, Cetus is your gateway to the Plains of Eidolon on Earth. Have fun!

Unlocking Cetus is a piece of cake! Just finish Vor's Prize and go to Earth. Cetus will be right there waiting for you.
