For most characters, just play through the story mode. Beat the chapters, and they'll unlock! For a cheat sheet: Android 21 is unlocked by finishing the story, SSGSS Goku and Vegeta require some grinding in Arcade Mode, or if you're lucky, you can unlock them by purchasing with Zeni!
