From personal experience, focus on clearing those Parallel Quests. They not only give you characters but also some sweet loot. Happy grinding!
You can unlock a lot of characters by advancing through the story mode. Also, do the Parallel Quests for extra characters. Keep an eye out for special mission rewards!
