To unlock characters in Street Fighter 4 PC, you'll need to play through the Arcade Mode with different characters. Try completing it with various characters on different difficulty settings, and new fighters will be unlocked. It's like unwrapping goodies after a hard day's work!

Just grind out Arcade Mode, folks! Finish it with different characters, and voila! New characters unlocked. Easy peasy!
