I unlocked everyone by just grinding through Vs. matches. Ness, Captain Falcon, Luigi, and Jigglypuff all joined the battle after a LOT of playing!
Just play through 1P Game mode with different characters and clear specific challenges. Jigglypuff shows up after you beat the game with any character, and Luigi is unlocked by completing Break the Targets with all 8 original characters!
Hot take: unlocking characters in Smash 64 is way more fun than just downloading DLC. Feels more rewarding!
