Debug mode isn't exactly a secret, but make sure you have 'No Save' file selected, then you can easily activate it with the right button combo.
Just go to Mania Mode's 'No Save' slot and at the stage select, hit Triangle. Boom, debug mode!
You basically need to break into the game's secret menu using some button magic. Try Triangle on the 'No Save' mode.
