Alright, so you can unlock most characters by playing through the Subspace Emissary story mode. Others might need you to win a certain number of matches—like Luigi shows up after 22 brawls, and Falco after 50.

LOL, just play through Subspace Emissary; you'll unlock almost everyone that way! For anyone else, classic matches or VS mode should do the trick.
