To unlock Evil Ryu in Super Street Fighter 4: Arcade Edition (PS3), you need to complete Arcade Mode with Ryu while not using any continues, then defeat Evil Ryu when he appears as a boss!
Just get through Arcade Mode with Ryu without losing once. It's a grind but he's worth it.
Use Ryu in Arcade Mode, don't lose any rounds, and you'll face-off with Evil Ryu. Win that battle and he's yours!
