You unlock most of the Fatalities by simply progressing through the game; each character's Fatality moves are listed in their move lists. Do a bit of practice in the training mode and you're good to go!
I spent hours on this! All you need to do is look at the move list for each character; it's all there from the start. Happy fatality-ing!
You don't really 'unlock' Fatalities in MK9 PS Vita. They're available from the beginning; check the move list for commands.
