To unlock Android 21, just complete Story Mode. For SSGSS Goku and Vegeta, you can either get them through pre-orders or by earning enough Zeni (500,000 for Goku and 300,000 for Vegeta).
Remember to check out DLC packs too! Many fighters are added through paid DLC, so keep an eye on those if you're hunting for specific characters.
You can just be lazy and pay for the Unlock All Characters DLC. Problem solved!
