You can unlock Garuda by farming her blueprints from the Fortuna bounties on Venus. Head over to the Orb Vallis and start bounties given by Eudico. Once you collect all the parts, you can craft them in the foundry!

I've farmed Garuda twice now. It takes some time, but her parts are available from Fortuna's bounties. Be prepared for some RNG!
