Goro isn't playable in the Komplete Edition of Mortal Kombat 9. He's just a boss character you fight in Story Mode.

Goro is not unlockable in Mortal Kombat Komplete Edition. If you want to play as Goro, try Mortal Kombat XL or Mortal Kombat 11, where he’s available as a DLC character!
