Ah, the mighty Gouken! To unlock him, you gotta beat Arcade Mode with Akuma, then fight and beat Gouken as a secret boss. Make sure you get at least one Perfect, five First Attacks, and three Super or Ultra finishes in at least 5 rounds (you'll need 2 Ultra Finishes). Also, you should not lose any matches!
