To unlock GT characters in Dragon Ball Xenoverse 2, you need to get the GT-themed DLC packs. It's totally worth it for all the Super Saiyan 4 goodness!

You have to purchase the GT DLC packs in the game's store. Once you have them, you'll find the GT characters available in the character selection screen.
I got the GT characters by buying the DLC packs. Trust me, it's awesome to play as SSJ4 Goku and Vegeta!
