Honestly, the best way to unlock heirlooms is just by playing a lot. You accumulate Apex Packs as you level up. Plus, during certain events, they offer heirloom shards directly which you can use to unlock heirloom sets of your choice. Keep an eye out for those events, they're your best bet if you’re not into spending much.
I got my first heirloom after opening my 487th Apex Pack. It was totally random and out of the blue. So yeah, it's all about luck and patience, folks.
