In Melee, you gotta clear the Classic or Adventure mode with any character or play 50 Vs. matches. Jigglypuff will then challenge you.

In the original N64 version, beat the 1P Game mode with any character on any difficulty level, then defeat Jigglypuff in a battle!

For Smash 4 on 3DS, unlock Jigglypuff by clearing 120 challenges. On Wii U, play 120 Vs. matches or clear Classic Mode with 10 different characters.

In Brawl, complete Adventure Mode (The Subspace Emissary), and Jigglypuff appears in the Swamp area. Otherwise, play 350 Vs. matches.
