To unlock jobs on Sims FreePlay, simply build the respective workplaces from the 'Career' section in the town map. Your Sims can then start working once they reach the right level!

Just build the necessary workplace (like the Fire Station) on the town map, and you'll unlock the job! Easy peasy.
