The Joker is a DLC character in Mortal Kombat 11. You gotta buy the Kombat Pack 1 or Kombat Pack 2 to unlock him. He's totally worth it!

Save yourself some trouble and just buy the Aftermath Kollection. It includes Joker and other DLC content. Easy peasy!
