You can unlock Joker in Mortal Kombat 11 Ultimate by purchasing the Kombat Pack 2, which includes him along with other characters. If you already have the Ultimate Edition, Joker should be available to you automatically!

Just buy the Kombat Pack 2 or make sure you've updated to the Ultimate Edition of Mortal Kombat 11. Joker will be there, easy peasy!
