All you gotta do is complete 'The War Within' quest, and then find and kill a Kuva Larvling in missions level 20 or higher with Grineer enemies. Easy peasy!

To unlock a Kuva Lich, just complete 'The War Within' quest and then kill a Kuva Larvling in a level 20+ Grineer mission. The Larvling will spawn randomly, so keep an eye out!
