Ah, the age-old question of breaking into cars in GTA San Andreas. First off, you can always use the 'lockpick' method - aka, stealing a car that's already open. But, if you’re set on a specific locked car, one trick is to try and find a Tow Truck, hook it up to the car, and tow it away. Once you stop, there’s a chance it might unlock. Alternatively, getting a 'Wanted Level' and luring cops to open the car can also work. They open it to arrest you, but if you’re quick, you can jump in and drive off!

Honestly, unlocking cars isn't the spirit of GTA. Why unlock when you can explode? But seriously, the tow truck method is golden.
