To unlock Luigi in SMG2, collect 30 stars and then find him in Ghostly Galaxy. He pops up in certain levels after that!

Just collect 30 stars and defeat the big bad Bowser. After that, Luigi will show up in random levels to be playable.

You can't really unlock him super early, but get 30 Power Stars, beat Bowser, then Luigi appears in some levels. Have fun!
