To unlock Merlady, you need to be playing as any ocean character (like Fish n' Chips or UniHorse) and find the river section. Swim past all the logs and make it to the end to unlock her!
Use any ocean character, swim through the river section, and complete it. You will unlock Merlady. Simple as that!
