You'll need to scan three Mobile Vehicle Bay Fragments to unlock it. These fragments are usually found in the Grassy Plateaus and Safe Shallows biomes. Once you've scanned all three, you'll be able to craft it using the Fabricator!

I just stumbled upon all three fragments in the Grassy Plateaus near my base and bam! Mobile Vehicle Bay unlocked.
