Sometimes it unlocks with certain events or DLCs. Keep an eye on updates and events to get new instructors.
Quick hot take: Just explore Conton City more. Seriously, the instructors are all hanging out, you just gotta find 'em.
From experience, once I hit level 90, almost every instructor was available to me. So, grind those levels!
