Parallel Quests are your best friends here. Completing specific ones unlocks a bunch of new characters. Plus, it’s a blast!
Buy the DLC packs. They add a ton of new characters and some cool missions. It’s worth the Zeni if you're a real fan.
Some characters require the Dragon Balls to unlock. Wish upon Shenron and boom, new fighters! Start collecting those Dragon Balls from missions and quests.
Honestly, just buy the DLC packs. Easiest and fastest way by far.
