From my experience, the easiest way to get new characters is through the Kombat Packs in the PS Store. Worth every penny!
To unlock new characters in Mortal Kombat XL on PS4, you can either progress through the Story Mode or purchase the Kombat Packs which include extra fighters!
Just buy the damn Kombat Pack!
Besides progressing through the Story Mode and purchasing characters with DLC, you can also get some characters through special in-game events and challenges.
