You can unlock Palutena by playing through the World of Light adventure mode, or you can grind through Classic Mode with characters who are part of her unlock tree like Ike or the Villager. The fastest way? Complete Classic Mode with Ike!
Just keep playing VS battles. Palutena will eventually show up as a challenger. Beat her to unlock her!
