To unlock Parallel Quest 47 in Dragon Ball Xenoverse, you need to complete Story Mission 46, then speak to Ginyu in the Time Nest. He’ll give you the quest.

Finish the Buu Saga in the main story, and then you'll automatically unlock Parallel Quest 47. It's that simple!
