Complete the Saiyan Saga story missions first, then patrol quests will unlock on their own.
Talk to Trunks in the Time Nest! He'll get you on the right track. Just don't forget to complete some Time Patrol quests beforehand.
You unlock patrol quests naturally as you progress through the game. Just keep playing the main missions and they'll show up eventually.
