If you're not into grinding, you can also try entering cheats on the character select screen. A quick search for 'Street Fighter 4 unlocking cheats' will get you there!
Unlocking characters in Street Fighter 4 just takes some good ol' elbow grease! Simply play through the arcade mode with different characters to unlock others, like completing it with Ryu to snag Fei Long.
To unlock most characters, you need to beat Arcade Mode with specific characters. For example, finish it with Ryu to unlock Sakura.
Just play the game! Winning battles in the Arcade Mode can unlock new players. That's how I got all mine!
