Just finish Konquest mode. Easy peasy.

Raiden becomes available after you get through Konquest mode. Just complete the story there and you鈥檙e good to go.

After hours of Konquest mode grinding, I finally unlocked Raiden. Worth it though for those electric smackdowns!
