Unfortunately, Rain isn't a playable character in Mortal Kombat XL. He's in the game's story, but you can't select him.

I've tried everything – story mode, challenges, you name it. Rain just isn't an option to unlock in Mortal Kombat XL.

You can't unlock Rain in MKXL. He's just an NPC. Still, there's plenty of other cool fighters to master!
